The problem states:
We prepared a diluted solution of HCL by introducing 16,6 mL HCL at a concentration of 37.0% in a flask of 2 L afterward filled to the top (meaning till 2L) with H20.
What is the concentration?

It means that in the original bottle you took the HCL from, as sold by the industry, contains 37 gr of HCL in every 100 gr of solvent (which in most cases is water).
